Client Objective
Auckland Prison can be a dynamic and challenging environment where operational continuity, safety and security are non-negotiable. The facility consists of two major precincts: a maximum-security facility and a high-security facility, accommodating prisoners with varying security classifications. The primary challenge for the Department of Corrections was managing a complex infrastructure that demands 24/7 reliability, where every facility decision prioritises safety and security. Furthermore, the client faced the logistical intricacy of undertaking a significant refurbishment of the existing high-security facility while simultaneously maintaining operations. They required a partner capable of navigating strict security protocols ("within the wire") while delivering a proactive, cost-efficient asset management strategy over a multi-decade term.

The Challenge
Auckland Prison operates within a highly secure environment where operational continuity, safety and security are critical. The key challenge was undertaking significant refurbishment works within an operational high-security facility while maintaining uninterrupted services. All works needed to be completed in accordance with strict security protocols, requiring careful coordination of personnel, contractors and critical infrastructure.

The Solution
The Department of Corrections required more than just a maintenance provider; they sought a strategic partner capable of delivering whole-of-life asset management. The PPP partnership started with the high-security facility in 2016 and expanded to the new maximum-security facility in 2018.
To meet the unique demands of this secure environment, Cushman & Wakefield engaged a highly experienced on-site management and trades team, supported by specialist providers. We delivered an extensive scope of integrated services ranging from mechanical, electrical and plumbing maintenance to soft services such as cleaning, waste management and groundskeeping.
A critical component of our execution involved the seamless refurbishment of the high-security facility while it remained operational. Our teams developed robust processes in close collaboration with Corrections staff to ensure strict adherence to security protocols, covering everything from visitor management to subcontractor escorts. By using a wider trade services team for technical plant maintenance, including generators, UPS systems and boilers, we ensured that critical infrastructure remained reliable without compromising the prison's strict security perimeter.
