The Modern Methods of Construction Industry Expansion Program (MMCIEP) Tender forms part of the NSW Government’s Modern Methods of Construction Innovation Facility Program
Australia's construction industry continues to face significant challenges, including labour shortages, productivity constraints, rising construction costs and ongoing housing undersupply.
Of all the states, NSW is the nation’s most populated with over 8 million residents and is projected to reach more than 10 million in the next 15 years. As a result, the state has the highest level of demand-driven residential building activity in Australia.
Building enough homes to meet the state’s growing demand remains a key government priority, and under the National Housing Accord NSW has committed to delivering 377,000 new homes by 2029.
Modern Methods of Construction (MMC) are increasingly recognised as one of the solutions to address the supply challenge, offering the potential to improve build quality, increase industry productivity and accelerate housing delivery.
Modern Methods of Construction - Industry Expansion Program
The NSW Government is inviting Expressions of Interest from experienced domestic and international Modern Methods of Construction operators to partner in the establishment or expansion of an Advanced Manufacturing Facility in New South Wales (NSW Government - MMC Web Page) External Link.
The initiative forms part of the NSW Government's Modern Methods of Construction Innovation Facility program (MMCIF), designed to accelerate housing delivery, strengthen manufacturing capability and support the adoption of industrialised construction at scale.
The Opportunity
The NSW Government is seeking industry partners capable of establishing or expanding Advanced Manufacturing Facilities that support:
- Manufacturing and prefabrication at scale
- Increased automation and productivity
- Faster and more consistent housing delivery
- Delivery of medium-density housing aligned to NSW Pattern Book designs
- Improved construction quality and reduced defects
- Stronger, more resilient local supply chains
Supported by a co-investment approach and flexible partnership structures, the Program provides an opportunity to deliver commercially viable, repeatable manufacturing at scale.
